1. Register the Company at OCR

  • Company Name Approval
    Make sure to choose a unique name that reflects your business. For example, a recruitment agency might choose something like “XYZ Overseas Pvt. Ltd.”. Check name availability in advance on the OCR portal.
  • Memorandum and Articles of Association (MOA & AOA)

    Valid identification documents are required from all shareholders.
  • Passport-sized Photos of Shareholders

2. Register at Tax Office (PAN/VAT)

After registering at OCR, you must obtain a Permanent Account Number (PAN) from the tax office. If required, VAT registration can also be done at this stage.

3. Open a Company Bank Account

You’ll need to open a company account in a commercial bank to deposit the necessary paid-up capital and for further financial transactions.

4. Get a License from the Department of Foreign Employment (DOFE)

This is the most crucial step. Without a license from DOFE, your manpower company cannot legally operate or send workers abroad.
